When you download Windows from Microsoft Store, you have two options: You can download a collection of compressed files, or you can download an ISO file. An ISO file combines all the Windows installation files into a single uncompressed file.

I'm not really sure about your question, but the tool actually creates Flash Drives for Windows 8 and 10 as well.. Are you sure it is actually a ISO file, and not something that has been extracted or something ? I have never encountered this using legitimate ISO's..
