2.1Kamen Riders. Long ago, the Gurongi Tribe terrorized the Rinto (リント,Rinto) until a warrior named Kuuga appeared and defeated the Gurongi, sealing their leader within a cave.
In the present day, a multi-talented man named Yusuke Godai finds himself linked to the mysterious stoned belt that was found within the excavated cave as the Gurongi are resurrected and resume their murderous game on the descendants of the Rinto, humanity itself.
It is up to Yusuke, along with the assembled Science Police, to use the various powers of Kuuga to stop and defeat the Gurongi Tribesmen from their continuous killing and ensure the happiness of others.
However, as the endgame draws near, Yusuke learns that there is a horrible revelation behind Kuuga and the Gurongis' leader.

This practice would continue until the end of Kamen Rider Den-O. There were plans to produce a Kuuga film featuring an overseas tribe of Gurongi led by a Wolf Gurongi, an idea that was scrapped and later reused for Kamen Rider Decade,[4], but it never happened due to the lack of proper funding.

Kuuga would not make his first theatrical film appearance until Kamen Rider Decade: All Riders vs. An alternate version of the logo with both English and Japanese language was used in the 2018 Kamen Rider Exhibition in Macau.

In every installment of the Kamen Rider series in the Heisei era onwards, at least one Kamen Rider gains a form that is statistically more powerful or thematically more important, called a Final Form (最終形態,Saishū Keitai) (alternatively Strongest Form (最強フォーム,Saikyō Fōmu) or Final Power-up (最終パワーアップ,Saishū Pawā-appu)[1]).

Kamen Rider Zero-One

"Chō henshin! (超変身! lit. "Super transformation!")"
―Kuuga's call when changing between forms[src]

This is typically reserved for the titular Kamen Rider, but other Riders have also obtained Final Forms as well. The name is derived from Kamen Rider Decade, where Decade accessed the nine previous main Kamen Riders' (from Kuuga to Kiva) Final Forms in cards called "Final Kamen Ride" Cards while in his own Final Form. The predecessor of the Final Forms came from the Showa era Rider, Kamen Rider Stronger, with his Charge Up form. In recent years, several Kamen Riders have gone on to, usually in movies, access forms that are even further advanced from the Final Form.

Despite also being called "strongest forms", some Final Forms can be statistically weaker than Super Forms by slight margins.
Saber, on the other hand, returns the rainbow accent. The secondary riders' Final Forms usually have blue as a dominant color in their design. Garren, Zeronos and Baron are the only exceptions as they have a red color scheme. Birth maintains a predominantly silver coloration, although gains six subtle color additions due to the Birth CLAWs. Mach only has the color blue on his Driver and visor, with his Extra Final Form (Mach Chaser) having more blue instead. Cross-Z is a special case, as his base and power-up forms are dominantly blue, while his final form is the negative of blue, being dominantly orange instead. Geiz has two final forms that are orange and blue respectively, which are complementary colors. In several cases, Final Forms also have special requirements and dangers that are caused either by users' own physiology or by their transformation methods. Stronger Charge Up: After using his finisher moves, Stronger would temporarily become vulnerable and revert back to his normal form. Kuuga Ultimate Form: Kuuga must have a pure heart or he will lose control of himself. Faiz Blaster Form: From the excessive amount of Photon blood in this form, Faiz's lifespan as an Orphnoch is drastically shortened each time it is used. Blade King Form: Due to Blade's high compatibility with the Undead, excessive usage of King Form will slowly turn him into a Joker Undead. OOO Putotyra Combo: Unless OOO gains control over the dinosaur Core Medals, extended use will turn him into a mindless monster, a severely painful process. Fourze Cosmicstates: Fourze must maintain his faith in his friends or he will lose access to this form. Gaim Kiwami Arms: The Kiwami Lockseed's side effect excessively causes Gaim to be mutated into an Over Lord Inves. Ryugen Yomi: Ryugen is not only diverted to evil but also loses his life force over long time usage. Bravo Kingdurian Arms: Bravo will turn himself berserk and begins to attack out of nowhere due to the nature of the Kingdurian Lockseed. Drive Type Tridoron: Drive must believe in his devotion to protect people and his friends to use Shift Tridoron. Ex-Aid Muteki Gamer: Ex-Aid requires Para-DX's DNA and must be alive in order to maintain sufficient Bugster immunity for the use of the Hyper Muteki Gashat. Brave Legacy Gamer: Brave must be fully resolute in his actions in order to activate the Taddle Legacy Gashat. Para-DX Level 99: Para-DX requires Ex-Aid's DNA and must be alive in order to maintain the Bugster immunity for the use of the Gamer Driver.

Build Genius: Build must completely maintain his heroic traits to activate the Genius Fullbottle. Evol Black Hole Form: Evol can lose control over his body if the Evol Trigger is struck. Cross-Z Magma: The Cross-Z Magma suit emits intense heat which can injure him if not properly maintained.

Grease Blizzard: Due to the unstable increase of his Hazard Level by Faust, Grease's life force will be depleted after usage, thus causing his death. GeizRevive: The Revive Ridewatch's expansion and contraction of time can severely damage Geiz's body, even at the risk of death.

GrandZi-O: If any constituent Ridewatch's existence is contradicted, GrandZi-O becomes weak in using that power. The absence of any Ridewatch makes the form inaccessible.Ohma Zi-O: According to the original Ohma Zi-O, the form possesses the ability to not only destroy time and space itself, but to recreate everything into whatever the user wishes.

- Shinichiro Shirakura's tweet.

The Dragon Rod is upgraded to the Rising Dragon Rod (ライジングドラゴンロッド,Raijingu Doragon Roddo), turning it into a double-sided spear.

This form's finisher is the Rising Splash Dragon (ライジングスプラッシュドラゴン,Raijingu Supurasshu Doragon), in which Kuuga lunges forward and stabs a target with the Rising Dragon Rod.

As none of Kuuga's forms are called in the show by its actual name, Rising Dragon Form is referred to as the Blue Golden Kuuga (青の金のクウガ,Ao no Kin no Kūga).

Kuuga's stats do not change, but the Titan Sword is upgraded into the longer Rising Titan Sword (ライジングタイタンソード,Raijingu Taitan Sōdo). Kuuga gains the ability to create a second Rising Titan Sword and dual wield them.

In need of greater power, Kuuga accessed Amazing Mighty (アメイジングマイティ,Ameijingu Maiti), his super form and an upgrade of Rising Mighty. This form is stronger than any of the forms that came before it, and, being another upgrade of Mighty Form, is well-balanced. This form's black and gold color scheme foreshadows Kuuga's next and final form, Ultimate Form.

Amazing Mighty has a Mighty Anklet equipped on both legs, allowing him to execute the Amazing Mighty Kick (アメージングマイティキック,Amējingu Maiti Kikku), a nigh-powerful drop kick version of the Rising Mighty Kick with both feet covered in electricity, causing the target exploded in a large, flaming pillar that almost pierced the atmosphere.

Though being just an upgrade to the Mighty Form, the Amazing Mighty mode is called the Black Golden Kuuga (黒の金のクウガ,Kuro no Kin no Kūga) in the show due to the armor's transition from red to black.

Ultimate Form (アルティメットフォーム,Arutimetto Fōmu) is Kuuga's final form and the combination of all of his forms' power. In this form, Kuuga is also referred to as the Supreme Warrior (最高戦士,Saikō Senshi), or alternatively the Fierce Warrior (凄まじき戦士,Susamajiki Senshi). This form puts Kuuga at risk of losing control and becoming a monster bent on destruction like Daguva, and can only be controlled by a person of pure heart. When Kuuga loses control, his eyes change color from red to black. Thus, this state is called Ultimate Form (Dark Eye) (アルティメットフォーム(ダークアイ),Arutimetto Fōmu (Dāku Ai))[15]. When in battle, Ultimate Form is able to see human forms of every Gurongi (like in Daguva's case), and every one of its attacks is guaranteed to draw blood. This form has roughly the same amount of power as Daguva himself and possesses the same powers as him, as shown by his ability to use pyrokinesis. Ultimate Form is also said to be easily capable of destroying the entire world through various means, though they aren't specified.[Citation needed]

Although never shown in the series proper, Ultimate Form has several abilities:

  • "Ultimate Kick" (アルティメットキック,Arutimetto Kikku).
  • In Kamen Rider Decade, Ultimate Form is also shown to be capable of the Ultimate Punch (アルティメットパンチ,Arutimetto Panchi), a punch coated with hot flames.
Appearances:Kuuga Episode 35(vision), 47(vision), 48, Decade Episode 31, Movie War 2010, Heisei Generations FOREVER(as a toy), Over Quartzer

  • Maximum Jump Height: 110 m
  • Maximum Running Speed: 100 m per 1 seconds

Rising Ultimate (ライジングアルティメット,Raijingu Arutimetto) is a further evolution of Ultimate Form, originally accessed by Yusuke Onodera, and seen to be used by Yusuke Godai in Kamen Rider Wizard's finale episode. Being a direct upgrade of Ultimate Form, it comes with the same risks as it. Rising Ultimate surpasses nearly all of Kuuga's fellow Kamen Riders in sheer power. Presumably, it has all of the same abilities as Ultimate Form.

In this form, Kuuga's finisher is the Rising Ultimate Kick (ライジングアルティメットキック,Raijingu Arutimetto Kikku). It also has a flaming attack called Rising Ultimate Punch (ライジングアルティメットパンチ,Raijingu Arutimetto Panchi).

Appearances:All Riders vs. Dai-Shocker, Movie War 2010, Wizard Episode 53, Heisei Generations FOREVER(on poster only)
Rider Statistics
  • Rider Height: 210 cm
  • Rider Weight: 150 kg
Ability Parameters
  • Punching Power: 120 t
  • Normal Kicking Power: 130 t
  • Maximum Jump Height: 150 m
  • Maximum Running Speed: 100 m per 1 second

Super Rising Ultimate (スーパーライジングアルティメット,Sūpā Raijingu Arutimetto) is an even further evolution of Rising Ultimate, accessed by Yusuke Onodera and exclusive to the S.I.C. Hero Saga.

This form is attained after Kuuga is infused with electrical power from Kamen Rider Stronger and Kamen Rider OOO Shauta Combo's Unagi Whip. In this form, Kuuga's entire body, including the eyes and Amadam, turn gold in colour as a result of this super evolution. As this form is an upgrade of Rising Ultimate form, Kuuga supposedly surpasses almost every single Kamen Rider in this form and can be considered one of the strongest and most powerful Kamen Riders in existence.

Statistics

  • Length: 270 cm.[17]
  • Width: 120 cm.[17]
  • Weight: 250 kg.[17]
  • Maximum Flying Speed: 100 m. per 0.72 sec.[note 19]

Decade's Final Form Ride Card allows Kuuga to transform into the Kuuga Gouram (クウガゴウラム,Kūga Gōramu), giving him the ability to fly. This form is used again in the World of Den-O to assist Decade and Den-O and allowing Momotaros to execute the Decade Liner (ディケイドライナー,Dikeido Rainā)Final Attack Ride. The Kuuga Gouram rushes toward Decade with the target caught in his pincers while Decade performs the Mighty Kick-like Decade Assault (ディケイドアサルト,Dikeido Asaruto)[18] flying kick towards the target. After the card is used, Kuuga can change into this form at will before Decade uses the Kuuga Final Attack Ride Card.[19]

In Kamen Rider × Kamen Rider W & Decade: Movie War 2010, Kamen Rider Kuuga shows the ability to transform into the Kuuga Gouram without Kamen Rider Decade using the Final Form Ride Card.

Appearances:Decade Episode 3, 15, Movie War 2010, Wizard Episode 53, Heisei Generations FOREVER(on poster only)
In Kamen Rider × Kamen Rider W & Decade: Movie War 2010, Kuuga in Ultimate Form transforms into the Ultimate Kuuga Gouram (アルティメットクウガゴウラム,Arutimetto Kūga Gōramu), a more powerful version of the Kuuga Gouram, to fight Kamen Rider Decade Violent Emotion. However, he is soon defeated and becomes a Kamen Ride card for Decade, but appears again when Decade uses the Final FormRide: All Rider Card to fight the Super Crisis Fortress. The Ultimate Kuuga Gouram can execute the Ultimate Assault (アルティメットアサルト,Arutimetto Asaruto), by crushing the enemy in its pincers and rushing towards a hard surface.
In Kamen Rider Battle: Ganbaride, Decade uses the Kuuga Ball (クウガボール,Kūga Bōru) Card to change Kuuga into a dodgeball-like form and perform the Decade Dodge (ディケイドドッジ,Dikeido Dodji) attack.

The motif was the stag beetle, which was more popular with children at the time than the longhorn beetle[21]. Kamen Rider Stronger with a beetle motif was also used as a reference for the design[22].

The decision design is based on Kamen Rider 1[23]. There was a proposal that the form change had a different design in all forms like Kamen Rider Black RX, but the head only changed the color of the eyes because it looked like a different person[21]. Ultimate Form was designed by PLEX, who was also in charge of designing Gurongi, not by Ishimori Productions[24].

Daguva draws power from an Amadam like Kuuga, and is an example of a user having lost himself to darkness and evil as risked by using Ultimate Form, as visible in the visual resemblance between Daguva and Ultimate Form. The Rinto symbol for Kuuga is also adopted from Gurongi symbols and resembles Daguva's symbol.
  • Not only is Kuuga the first Kamen Rider of the Heisei Era, he is also the first Kamen Rider to have a stag beetle motif, followed by Kamen Rider G3, Garren, Gatack, OOO Gatakiriba Combo, and Zero-One Exciting Stag.
  • Kuuga's Ultimate form is the Heisei Rider final form with the shortest number of appearances in their respective series to date, with its only appearances only as a silhouette in some episodes and its proper debut in one episode before the finale. It also doubles as the latest Final Form to debut in the franchise.
  • Kuuga Ultimate form is the only Final form that was never summoned and/or used by Kamen Rider Decade Complete Form in the series, not counting when he summoned all Riders in their respective final forms in Kamen Rider Decade: Protect! The World of Televikun and the game, Kamen Rider: Battride War.
  • Ultimate Form's weapons were referred to in the official data, but never seen in the series proper. However, the weapons were included with the Souchaku Henshin action figure, where they were depicted as identical to the Rising weapons, with the blue/green/purple parts recolored to black.
    • There were early designs that depicted Ultimate Form with its own unique weapon: an arm-mounted unit with similar design cues to the Arcle.
  • Kuuga's series of forms and upgrades is highly reminiscent of the standard sequence of alternate forms and upgrade forms possessed by most modern Heisei Phase 2 and Reiwa Riders: Main Forms (Mighty, Dragon, Pegasus, Titan), Upgrade Forms (Rising forms), Super Forms (Amazing Mighty), and Final Forms (Ultimate Form). He even possesses an Extra Final Form (Rising Ultimate) and a Base Form (Growing Form).
